The purpose of the study is to determine the prospects for the export of Russian information technologies and cooperation in the fields of artificial intelligence and cybersecurity with the countries of the Association of Southeast Asian Nations. The article discusses the request of the ASEAN countries in the field of AI and cybersecurity, the level of development of the digital economy in this region and its impact on the prospects for Russian IT-exports; in addition, the structure and dynamics of Russian (...) IT-exports to the world market are presented. The scientific novelty lies in the reassessment of the prospects for cooperation between Russia and the ASEAN countries in the field of IT, AI and cybersecurity. As a result, the factors influencing the competitiveness of Russia in the field of IT were identified and the leading Russian IT-companies and their experience in the global market were analyzed. Based on this, a conclusion was made about the prospects for the export of Russian IT and cooperation in the field of AI and cybersecurity with the ASEAN countries. (shrink)

The historical factors as well as the units of the cultural knowledge which are considered to have provided Chateaubriand’s books, and “The Genius of Christianity” in particular, with the success and the content are the subject of the present article. The following historical reasons which attracted the readers’ attention to the book have been defined: the disappointment of the society with the atheistic ideals of the revolution, the need for religious cult restoring, the authorities’ desire to stop strife in the (...) country and build relationships with Catholic Europe. The semantic content of the work also contributed to its popularity because it responded to the request of finding logic in the religion, had an emotional impact and dealt with the relevant issues of the morality by means of the cultural category of sinfulness. Scientific novelty of the research implies the following: the cultural category of sinfulness objectified in F.R. Chateaubriand’s book “The Genius of Christianity” having been analyzed for the first time as well as the author’s approach to the understanding and cultural information streamlining having been identified. More over cultural-historical factors promoting the book’s prominence among Chateaubriand’s contemporaries have been studied. The author’s using rational way while explaining the basis of the sin, resorting to the strict argumentation and the evidence-based methods, denying religious irrationality have been set. The conducted research has shown the key factors leading to the book’s relevance: the society’s necessity of the religion revival, the authorities’ support of this tendency specified by the political environment. The research subject in the present article is A. Comte’s and H. Spencer’s beliefs, who are considered the representatives of early positivism. The particular emphasis is made on the ethnicity issues. A. Comte distinguished three stages of the human consciousness elevating: theological or fictitious, metaphysic or abstract, positive or real. The scientist claimed the quality of a society as a whole is directly related to the level of the individual development. Moreover, moral ideas, which have to be free from theology (...) and metaphysics and based on the new philosophy of positive thinking, have a powerful influence on the society development. As a result, moral principles have to be guided by social solidarity and be a society’s logical controller. However, the societal progress rejected the scientist’s notion. According to H. Spencer, social morality arises from natural one whereby altruism and social equity are built on the concern of the kind preservation. The higher the society is organized, the greater the level of the equity is. The researcher provides the example illustrating an ideal society in which a well-functioning organ evolves better than others which in turn means “social equity” principle is implemented. The scientific novelty of the article is determined by the first comparative analysis of A. Comte’s and H. Spencer’s moral-ethnical concepts as well as defining the most controversial theses in their theories. There has been found out that the key difference in the philosophers’ ideas is their seeing into the real nature of morality, having its ground either in the human mind (Comte) or natural environment (Spencer). The definition of the society as an entity with its characteristics resembling a biological organism is considered to be significantly similar in their views. Secondly discovered similarity is the definition of the human history as a progressive process in which individual human mind, morality and a society as an entity are evolving simultaneously. The present paper also puts forward the conclusion that the ideas about the history as a progressive process resulted at a “positive” stage turned out to be the most debatable issues. (shrink)

This article aims to analyze the manifestation of the universal axiological cultural category of sinfulness in the media space. The study's subject was this category's properties and functions, which are actualized when represented in digital media. In accordance with this goal, we used such methods as continuous sampling and observation of the facts of the representation of cultural categories, which allowed us to determine the linguistic material for analysis and a statistical method for quantitative analysis. The content analysis of the (...) units selected for the study was used to identify the role, properties, and main functions of the universal axiological category of sinfulness. The novelty of the research lies in the fact that, for the first time, the universal nature of the category of sinfulness, its functions and properties, represented in media publications, were considered. Main conclusions: the study of the facts of actualization of the category of sinfulness in the media space allowed us to assert that the phenomenon under study is associated with topics such as politics, crime (in news media), and the assessment of citizens' behavior and morality (in religious media). These facts indicate that the primary function of the category of sinfulness is regulatory, aimed at evaluating and correcting the actions of members of society, as well as creating public opinion. In addition, the article proves that the category of sinfulness has transcultural properties, penetrating and being realized in all cultural layers, from local to global. In these cultural layers, the nature of the category acquires a different shade. In particular, at the global level, the category of sinfulness acquires the meaning of guilt, which is a consequence of the significant influence of Western culture on the global culture. It seems that the revealed properties of the category indicate its high importance for modern Russian society. The established regulatory function will make it possible to apply this category, including within the framework of regulating and managing public opinion and promoting basic values. (shrink)

The purpose of the study is to reveal the essence of digital technologies in the municipal government system, to identify the main problems of their transformation in the territory of the subjects, and to develop directions for the mechanism of adaptation of the relationship between different management structures in the conditions of digitalization of processes. The article considers the author's vision of the development of digital technologies in the territorial aspect. In particular, the problems of technical equipment of remote territories (...) are considered, in particular, the problems of training personnel and territorial access to Internet resources are touched upon. When evaluating the legislative and regulatory acts of the Russian Federation, it is clear that digital technologies require a separate approach to solving problems of both legal and economic nature, while we focus on their relationship. It is obvious that when developing the strategic direction of digital technologies, the adapted elements require some adjustments and additions, which is currently being carried out. Such changes and additions are promoted not only through legislative and regulatory activities, but also on the basis of scientific research, which in turn develop new directions that contribute to solving problems in the development of digital technologies, not only in the management system, but also in the areas of business, professional education, training and retraining of personnel, etc. As a result, the identified problems in the resource provision of digital technologies allowed us to develop measures that specify the strategic direction. This publication aims to analyze the economic, social, and cultural phenomena that first appeared in the "era of revolutions" that occurred in the nineteenth to early twentieth centuries. The modern European trend toward tolerance, which is the basis of current social and cultural changes, including in our country, has specific intellectual grounds. The subject of the study was the ideosphere of the nineteenth and early twentieth centuries, including philosophical, economic, and psychological concepts that gave rise to modern trends in these (...) areas. The result of this study was the determination of the reasons that caused the change of the ideological paradigm in Europe. The novelty of the research lies in the fact that, for the first time, the intellectual foundations of the formation of tolerance as an actual socio-cultural phenomenon are analyzed. This article consistently proves that among the first such grounds, it is possible to determine the emergence of machine production and, as a result, the appearance of a mass person with a culture corresponding to them, performing a compensatory and entertaining function. The most important cultural foundation is mainly the intellectual "background" created by the teachings of Friedrich Nietzsche, Karl Marx, and Sigmund Freud. The ideas of Anglo-American pragmatism played a significant role in forming a new morality, which included the denial of religion and its values, giving it a utilitarian character. During the subsequent historical period and at present, these views have become the basis for the creation of the so-called "individual faith," in which religion ceases to be the guide of human life but only serves the needs of the individual. The desacralization of religion leads to the study of different aspects of sexuality, which opens up the possibility for modern thinking about gender. The concept of "natural law" should also be attributed to the intellectual factors of the formation of modern European tolerance. (shrink)

Systemic epistemic failings in institutions are often explained through settler epistemologies and settler colonial frameworks that both obscure and reproduce the conditions necessary for those failings to endure. What is never questioned in the standard picture of institutional epistemic injustice is the implicit origin myth of an ‘institutional big bang’ that spawned many modern social institutions out of presumably noble orienting goals for a well-functioning society in democratic nation-states. We are concerned with the functional outcomes of institutions in settler colonial (...) societies, and how these outcomes consistently undermine whitewashed narratives of any inherent institutional design allegedly aimed at promoting testimonial justice in settler colonial societies. Institutions are built to target and maintain a status quo, especially (but not only) when they are charged with securing part of the social order or fabric of settler colonial societies. We will illustrate this concern through a discussion of various functional outcomes of the U.S. institution of asylum using Shannon Speed’s (2019. Incarcerated Stories: Indigenous Women Migrants and Violence in the Settler-Capitalist State. The University of North Carolina Press) analysis of the violence Indigenous women migrants from Latin America experience within the complex administrative web of U.S. migration and asylum systems. East Asia’s economy is leading the world into the new Asian century. While meritocratic practices in the educational and private sectors are often considered pivotal conditions for East Asia’s economic success, experts have pointed out that the path ahead requires new approaches to ensure social cohesion and stability, which depend on the quality of relations across social divides. These considerations raise multiple questions for philosophers: What forms of social meritocracy are necessary to sustain social cohesion? Moreover, how can the detrimental (...) effects of meritocratic practices be contained? Is it possible to utilise some of the intellectual resources indigenous to East Asia to generate innovative solutions? This paper argues that the answers to these questions lie in the indigenous Confucian conceptual resources. Confucian ideas can inspire a more desirable societal ideal for the future of East Asia. In particular, the Confucian emphasis on cultivating reciprocal harmonious human relationships and others’ morality can guide new approaches to fostering social cohesion. As Confucian personal cultivation through harmonious relations is a process of social cohesion, these ideas inspire a) a multiple approach to policymaking that is not only grounded in economic redistribution, b) a richer understanding of societal progress, and c) a democratic approach to fostering social cohesion. Unlike Confucian meritocrats and scholars who defend the Confucian roots of East Asian forms of political and social meritocracy, this paper proves that Confucian conceptual resources can help formulate a societal vision that strengthens cohesion and mitigates the adverse effects of meritocratic practices. Research on the role of values in science and objectivity has typically approached trust through its epistemic aspects. Yet, recent work on public trust in science has emphasized the role of non-epistemic values in building and maintaining trust. This paper will use a concept of trust that adds concerns about justice to epistemic conditions to investigate this problem in relation to public health. I will argue that trust-conducive values, particularly justice, are relevant in deciding which value influences are legitimate in (...) scientific decision-making. Drawing on public health ethics, I will provide a consequentialist justification for employing trust-conducive values. While several concepts of justice have been explored in the context of public health, I will further draw on public health ethics, focusing on a view that brings together both distributive and procedural aspects. For illustration, I will use the case of cardiovascular disease prevention, particularly how concerns about justice apply when choosing between population-based and individual-based approaches. This paper will investigate justice requirements that a pluralist stance on concepts of mental disorder should meet for use on a global scale. This is important given that different concepts of mental disorder are connected to particular interventions which may be more or less successful in specific contexts. While taking a broadly normative view on mental disorders, I will describe relevant concepts in a more fine grained manner, referring to their connections to particular approaches to biology, the self, or community. Drawing on research on epistemic injustice, I highlight the requirement that the set of multiple concepts be sufficiently flexible to enable the participation of those possessing relevant local knowledge. Using insights from health justice, I point out that the set of concepts should be conducive to distributive and procedural justice with regard to mental health and should support interventions on social determinants of health. These requirements apply to two dimensions of pluralism: regarding what concepts to include and how to relate them to one another. I conclude by explaining how an ontology of partial overlaps connected to a concept of health as metaphysically social can help address the challenges arising particularly regarding the latter dimension. The article examines the system of engineering education in European countries, analyzing the formation of polytechnical education in France on the example of l'École Polytechnique (the Polytechnic School of Paris), which became the foundation of the French educational model and influenced the subsequent development of engineering education not only in France but also in Europe. The article also highlights the process of preparing engineering professionals in Germany, one of the features of which was the introduction of vocational training. It was (...) a type of study separate from the general system, with funding coming from local budgets or private sponsors. This strengthened the role of technical universities, which focused not only on the transmission of accumulated knowledge but also on fostering motivation for learning and scientific activities. Finite automata have been recently used as alternative, discrete models in theoretical physics, especially in problems related to the dichotomy between endophysical/intrinsic and exophysical/ extrinsic perception . These studies deal with Moore experiments; the main result states that it is impossible to determine the initial state of an automaton, and, consequently, a discrete model of Heisenberg uncertainty has been suggested. For this aim the classical theory of finite automata — which considers automata with initial states — is not adequate, and (...) a new approach is necessary. A study of finite deterministic automata without initial states is exactly the aim of this paper. We will define and investigate the complexity of various types of simulations between automata. Minimal automata will be constructed and proven to be unique up to an isomorphism. We will build our results on an extension of Myhill-Nerode technique; all constructions will make use of “automata responses” to simple experiments only, i.e., no information about the internal machinery will be considered available. The paper is devoted to the problem of the relations between the common sense and the various forms of the Irrational: contradictory and absurd situations, paranormal experience, depersonalization and excessive passion. First of all, the author precises the concept of common sense, distinguishing it from the so-called everyday conscience. The difference is in the personal and responsible character ofthe common sense thought and behaviour. The common sense is described as a extraordinary flexible instrument of the practical life and a particular (...) phenomenon of the rationality. The paper demonstrates that the common sense is stable. It can be examinated and seduced by the very different irrational situations which might destroy it. But the common sense can save itself even in the paranormal experience and quit from the social daily absurd because it isn't merely logic, — it has capacity to the interpretation, humour and playing. However, the common sense cannot survive any demolition of the personality or diminution of its roles. The author examines psychological phemomena including the hypertrophy of emotion and will. It will be shown that too strong passions and loss of self controlling makes the common sense step back. The formal rule of bureaucracy is also the moment which pushs the common sense aside. My paper aims to highlight the presence of a social conception of art in Gadamer’s thought by analysing his reading of Hegel’s aesthetics. In an initial section I reconstruct the core of Gadamer’s reading of Hegel’s aesthetics as a paradigm to reassess art against the limits of aestheticism. I subsequently focus on the analysis Gadamer provides of the fundamental topic of the “past-character of art”, by stressing how this is reassessed as a “presence of the past”. On this basis, I (...) show how Gadamer’s reading of Hegel helps him focus on the role of contemporary art forms. If in modernity art lost its self-evident character, this does not prevent it from establishing a sense of community. Contemporary art is a search for a communal and social element. Gadamer’s characterization of contemporary art as a work-in-progress and intrinsically linked to the audience’s participation lays the basis for rethinking Gadamer’s aesthetics in a performative direction. My goal in this paper is to contribute to the literature on Roger Bacon's epistemology by focusing on the issue of perception of quantity. The reading I aim to substantiate is that Bacon's account is best understood in terms of indirect realism. I call it indirect realism because although we have access to quantities as they exist in nature, the account is mediated by the use of a quasi-syllogism. The quasi-syllogism is constructed based on three inputs, the species of the (...) eye, colour, and light. To defend this reading I follow five steps. First, I analyse the importance of quantity in perception, and then, in steps two and three, I look at Bacon's theory of perception from its two sides, extramission and intromission. In the fourth step I look at the quasi-syllogisms that mediate cognition of quantities, and in the fifth and final step, I draw all the threads together and make the case for Bacon's indirect realism of quantity perception. Las migraciones representan el principal desafío para la sociedad global, tanto por sus dimensiones como por sus causas. Ante el fracaso de las propuestas puramente liberales o cuantitativas, es necesario buscar nuevas soluciones a la crisis, en la línea de la filosofía moral y de la creación de una cultura de la acogida. A este efecto, se analiza la propuesta de Bauman, porque en su pensamiento se reúnen la experiencia del exilio y una reflexión sociológica humanista y especialmente cercana a (...) la filosofía. Tras exponer su experiencia del exilio, fundamental en la comprensión que Bauman tiene de los extraños, se revisa su crítica a las actitudes de indiferencia o rechazo social a los migrantes, y su propuesta para crear una cultura ética, que identifica con una cultura de la acogida e integración de los extraños. Las propuestas de Bauman no son políticas ni inmediatas, porque se proponen estimular el pensamiento de una población civil responsable, que también pueda exigir medidas de acogida a sus gobernantes. The consumption of traditional meat is currently being challenged by the rise of meat alternatives claimed to be more beneficial for the environment and non-human animals. One of the peculiarities of these products lies in their attempt to replace meat through the close imitation of its sensory qualities, which poses relevant philosophical questions: What are the purported reasons that motivate this imitation, instead of the promotion of different but sustainable foods that break with the imagery of meat eating? And, if (...) eating meat is considered morally wrong, what is the moral status of the simulation of a wrong act? Our aim is to address these questions to shed new light on the ethical claims that constitute, in fact, one of the major advantages of these products. Firstly, we introduce the aims and functions of simulating meat sensory qualities. Subsequently, we investigate whether the imitation of meat can be found morally acceptable on consequentialist grounds. Lastly, we raise the question of whether there is room for claiming that imitating meat is morally wrong even if its consequences are overall better, from the point of view of non-consequentialist ethical frameworks. We conclude that there are not compelling reasons for considering meat imitation as morally undesirable. (shrink)

The search for origins of human linguistic behavior is a consuming project in many fields. Philosophers drawing on studies of animal behavior are working to revise some of the standard cognitive requirements in hopes of linking the origins of human language to non-human animal communication. This work depends on updates to Grice’s theory of communicative intention and Millikan’s teleosemantics. Yet the classic idea of speaker meaning on which these new projects rest presupposes coherent, stable, individual, internal, and prior intention as (...) a cognitive or mental state, which is also the framework presupposed in theory of mind. This framework neglects the co-authored nature of communicative intentions and is thereby at odds with enactivist views of cognition. In this paper we draw on the idea of participatory sense-making alongside research on non-human animal communication to identify _utterances—_co-authored meaningful acts—as the token of communicative activity cross-species. Utterances by our definition are expressive, relational, and work without mindreading. In closing we propose the possibility of dialogical subjectivity, and engage with animal studies to show that some species exhibit its traits. (shrink)

Resumen Este trabajo, de carácter exploratorio, descriptivo e interpretativo, estudia las actividades de imagen presentes en un conjunto de cartas electorales enviadas por los principales partidos políticos españoles a los ciudadanos de ese país entre 2004 y 2019; concretamente, las cartas electorales relativas a las elecciones al Parlamento Europeo celebradas en 2004, 2009, 2014 y 2019. Las cartas electorales constituyen una parte del discurso político escrito en las que el candidato a unas elecciones se dirige a los potenciales votantes con (...) un discurso persuasivo, orientado a conseguir su voto. En este contexto, las actividades que se llevan a cabo son principalmente de autoimagen, si bien es posible encontrar también actividades de cortesía y críticas hacia otros partidos políticos -u otros actores sociales-que se enmarcan en una descortesía muchas veces carente de identificación del sujeto concreto al que se dirige y que, en ese sentido, entendemos como despersonalizada. Este trabajo pone de manifiesto tales actividades, mediante el análisis y comparación de estas cartas, no solo de manera sincrónica sino también, cuando es posible, de manera diacrónica. Creemos que todavía no hay ningún trabajo que haya analizado este tipo de textos desde la perspectiva aquí planteada, por lo que consideramos que es un estudio que, además de original, puede abrir camino a otros investigadores que deseen realizar análisis similares o con los que establecer comparaciones. The present article provides an overview of the key subjects of scholarly research in the areas of epistemology and the philosophy of science and technology conducted in Russia between the 1980s and the present. These disciplines are shown to be deeply rooted in Soviet philosophy and still developed by contemporary Russian philosophers, with both the historical experience of the Russian philosophical thought and foreign conceptions and schools, classical as well as modern, drawn upon. The corollary is that epistemology and the (...) philosophy of science have been the most widely studied philosophical disciplines in Russia over the last couple of decades and retain this status to date. El presente artículo aborda un tema novedoso dentro del Derecho, siendo objeto de estudio del Derecho Urbanístico en especial, tanto para la enseñanza pregraduada como postgraduada, que analiza el alcance jurídico de los planes de ordenamiento territorial y urbanismo como auténticas normas jurídicas, su contenido, elaboración y vía de aprobación, constatando la importancia de otorgarle a dichos planes autenticidad jurídica, no como simple instrumento jurídico, sino como norma que integra el ordenamiento normativo de nuestra sociedad.

Tematyka prepozytury szpitalnej w Zebrzydowicach jest ściśle związana z osobą Mikołaja Zebrzydowskiego, który w 1599 roku ufundował w rodowej siedzibie szpital dla 12 weteranów wojskowych, przede wszystkim dla tych, którzy należeli do bractwa żołnierskiego świętego Michała Archanioła założonego przez wojewodę w 1596 roku. W jego zamierzeniu przebywający tam chorzy mieli otrzymać odpowiednią opiekę zarówno dla ciała, jak i dla duszy, dlatego też zarząd przytułku oraz troskę o potrzeby pacjentów zostały powierzone miejscowemu proboszczowi, który był zarazem prepozytem tegoż szpitala. Z czasem (...) okazało się, iż takie rozwiązanie nie zadowalało fundatora i ostatecznie zdecydował on o przekazaniu tego dzieła braciom bonifratrom, których sprowadził do Zebrzydowic z Krakowa w 1611 roku. W niniejszym artykule został ukazany jeden z etapów procesu poszukiwania lepszego sposobu na zarządzanie równocześnie fundacją i parafią, który Zebrzydowski spróbował wcielić w życie już w 1601 roku. Niepublikowany dotąd dokument biskupa Bernarda Maciejowskiego z 3 sierpnia 1601 roku, oblatowany w aktach czynności biskupa krakowskiego (edycja wraz z tłumaczeniem w aneksie), wprowadzał rozwiązanie dążące do utrzymania prepozytury kosztem miejscowej parafii, zaś osobą łączącą obie jednostki administracyjne miał być od tej pory prepozyt, a nie proboszcz. Dokument ten stanowi zarazem ciekawy przykład współpracy biskupa ze szlachtą w sprawach kościelnych, co było niezwykle istotne w ówczesnym systemie zależności pomiędzy kolatorami miejscowego kościoła a biskupem ordynariuszem, odpowiedzialnym za całość życia kościelnego na terytorium zarządzanej przez siebie diecezji. The paper examines the invariance principles proposed by the analytical and phenomenological traditions for demarcating the boundaries of formal and regional ontologies. The principle of invariance with respect to isomorphic transformations, generalizing Alfred Tarski’s criterion for logical concepts, is extended to formal ontology as the theory of manifolds in its phenomenological interpretation. Isomorphism types, which are abstract individuals of the highest order, hypostases of forms of all possible ontologies, are considered as model-theoretical analogs of manifolds. The correlativity of the phenomenological (...) principles of demarcation of ontological regions and the criterion of invariance with respect to isomorphic transformations is demonstrated, leading to the convergence of logic and formal mathematics in both traditions and, at the same time, to the exclusion of geometry from formal ontology. Particular attention is paid to the discussion of the analytical and phenomenological traditions of the synthetic (material) a priori and the contribution that Wittgenstein’s doctrine on internal relations at different stages of its evolution makes to this discussion. The paper reveals the basis for later Wittgenstein’s criticism of his earlier project of creating a phenomenological language for expressing internal regional relations (such as the colours exclusion). The paper shows how Wittgenstein’s doubts about the possibility of an ideal notation based on the dichotomy of the logical and phenomenological led him to the study of invariants arising in language games. These invariants are not determined by the special properties of the categorical objects of formal ontology or the structures of regional subject matter, but are stable equilibria generated by the “consensus of actions.” New perspectives are outlined that are opened for logic and phenomenology by switching focus from the invariants of ontological structures to the invariants of structured interactions of various agents.
